Empowering Independence with CDPAP
The Consumer Directed Personal Assistance Program (CDPAP) is a New York Medicaid program that lets eligible individuals choose their own caregiver, often a family member or friend. Caregivers are paid by Medicaid with no cost to the person receiving care.
BURD Home Health has partnered with the statewide fiscal intermediary, Public Partnerships LLC (PPL), to support you across a broad range of needs, including registering with PPL for CDPAP services, providing technical assistance and answering any questions you may have.

CDPAP Changes in 2025:
Transition to PPL
New York State has named Public Partnerships LLC (PPL) as the new state-wide fiscal intermediary for CDPAP.
Since April 1, 2025, all CDPAP participants are required to work with PPL. BURD Home Health was hand-selected by PPL as a facilitator to help support CDPAP services.

CDPAP Caregiver Benefits
Pay Rate
Minimum pay is $18.10 to $20.10 depending on location.
Weekly Pay
Payroll through PPL is delivered every Thursday.

CDPAP home care is a Medicaid-funded program in New York state. It provides personal care services to people who need hands-on help with daily tasks like bathing, dressing, and eating, as well as home activities like cooking and cleaning.
Caregivers in New York are paid by Medicaid through the state-wide single fiscal intermediary, PPL. This means the person who receives care does not pay the caregiver out of their own pocket.
Caregivers do not have to get a certificate or license to work in CDPAP. There are some employee trainings caregivers will need to complete, but those are trainings the caregiver is paid for.
No. Medicare alone does not meet the state’s requirements for this program. You must have Medicaid and meet other state rules to qualify. If you have questions about your coverage, our team can help you review your options.
Medicare is a federal program for people who are 65 or older or have certain disabilities. Medicaid is for people with low incomes and is run by both the state and federal government, so rules can vary by state.
