Is CDPAP Program Closing? Here Is What You Need to Know

The New York State has not ended the CDPAP program but has made some changes.

In recent months, there have been rumors and discussions about New York's CDPAP ending. CDPAP is not closing; however, there are changes that require immediate action if you are enrolled in the program and have not transitioned to PPL yet.  


It is important to focus on facts and reliable information before taking any action. We will tell you what has changed, what you need to know and do, and how to continue receiving care or getting paid as a caregiver through CDPAP.  



What Is CDPAP?  

Consumer-Directed Personal Assistance Program or CDPAP is a New York Medicaid program that gives people with disabilities, chronic illnesses, or other medical conditions, the freedom to employ someone they choose to take care of them and stay at home.  


Quick Overview of CDPAP 

CDPAP focuses on consumer directed model of care, creating a foundation for independent living. A consumer is someone who will receive care, and they can select and train their caregivers. To be eligible for the program, there are certain criteria that are set by New York state:  

  • Being a resident of New York

  • Being 18 years old 

  • Being a recipient of Medicaid 

  • Requiring assistance with daily living activities 


A caregiver is hired through CDPAP who can perform the tasks that the consumer needs care with.   


CDPAP has demonstrated benefits in enhancing quality of life and extending the independence of participants. It’s a flexible and personalized program, adaptable to each individual’s needs.  


For older adults, it makes ‘aging in place’ possible by giving them the ability to live in their own home safely, comfortably, independently for as long as possible. They can train their caregivers to care for them in the exact way they want.

What Is Happening to CDPAP?  

The discussion of CDPAP closing in New York has been doing the rounds with misinformation and rumors which has sparked concerns in the community. However, it is important as a consumer or caregiver in the program to be informed and know facts.  


The Short Answer: CDPAP Is Not Ending  

As of July 2025, there is official confirmation that the program will continue to run in New York State. It remains an active and vital program for home health care and its consumers. However, there are changes to how the program is operated in the state. 


What Has ACTUALLY Changed?  

The state has selected a State Fiscal Intermediary (SFI) that would be the sole entity to provide fiscal intermediary services for the CDPAP. The SFI will be Public Partnerships LLC (PPL) as of April 1, 2025.

What Do I Need to Do?  

All CDPAP consumers and caregivers are required to transition to the selected Statewide Fiscal Intermediary, Public Partnership, LLC (PPL) by August 1, 2025. They need to transition to PPL’s systems to submit and approve timesheets. It will mean that PPL will be responsible for the payment to the consumer’s caregivers.   


Caregivers also need to register themselves in the PPL system and associate themselves with the consumer. They will have to complete the required forms, submit documents, and complete training.   


How to Switch to PPL?  

The consumers can choose any of the option below to make the transition:   

  1. Transition Over the Phone: Call PPL’s customer support center at 1-833-247-5346, and they can help with the process over the call.  

  2. Transition Online: You can switch to PPL using the PPL@Home online system.  

    1. As a consumer: You have to complete forms and upload documents. Learn how to transition through PPL@Home 

    2. As a caregiver: You have to register and associate the consumer with your account. Know the steps to take as a caregiver to transition  

  3. Transition with a CDPAP Facilitator: CDPAP facilitators like BURD Home Health (585-326-2880 or online) can help you switch to PPL.  


For the transition, you will need to complete the forms and have your caregiver complete relevant forms and training as well. Once it is done, PPL will work with your healthcare plan and authorize you in the system.   



Facts About CDPAP Changes  

  1. CDPAP is NOT ending. 

  2. CDPAP eligibility and services are NOT changing.  

  3. You can keep a trusted caregiver of your choice.   

  4. Action is required! The transition to PPL is happening and if you have not already you need to register as soon as possible by the 1st of August 2025.  

  5. No certification is required for CDPAP. The caregivers will have to complete employee-related training that is paid for. 

  6. You do not need to switch to PCS for your home health care. If you prefer to choose your caregiver, you can stay in CDPAP, which PCS does not allow.  

  7. There is no cost to switch to PPL. If anyone asks you to pay to make the switch, you should call 1-833-247-5346 for assistance.  

  


What to Keep in Mind During CDPAP Changes?

  • Stay Informed: The most important thing is to stay informed and rely on credible sources for accurate information so that you continue to get access to the freedom of quality care in your home, and your caregivers can continue to get paid.

  • Check if you are with an approved facilitator: If you have been working with an agency, you should make sure that they are approved by PPL and can continue to provide you with their services.

  • Ask questions: Do not hesitate to confirm details and ask any questions to PPL or a facilitator like BURD Home Health in the process of the transition.
